JOYCE (BARLOW) HUGHES

Joyce, born on June 4, 1931, in Bo’ness, Scotland, passed away on April 13, 2024, in Dover, Ohio, at 92. She resided at the Inn at Northwood Village and passed away peacefully under Hospice care.

She was preceded in death by her husband, Wayne Bertrand Hughes, her parents (Harry and Phyllis Barlow) of England, and her brother (Frank Barlow) of Australia.

Joyce is survived by her three daughters, Theresa Jo Kennedy, Annette Lynn (James) Osborne, and Vicky Jane (Douglas) Ickes; two grandchildren, Sheena and Josh; and three great-grandchil- dren, Emmalee, Ayden, and Noah.

Though Joyce was born in Scotland, she and her family moved to Stoke-on-Trent, England, and later to the county of Devon. In 1959, she met and married Wayne Hughes (of St Clairsville, Ohio) while he was stationed at RAF Greenham Common. Joyce and her family enjoyed the Air Force life while living in Germany, England, and several states in the U.S. In 1976, Wayne retired, and the family moved back to St Clairsville. Joyce retired from Ohio University and was an active East Richland Friends Church member. She volunteered her time often and especially enjoyed her years of service at Wheeling Hospital.
