Lowell was born June 1, 1969, in Martins Ferry, OH, to the late Thomas and Chieko (Kita) Bell Jr..

Friends will be received to pay tribute to Lowell and celebrate his life on Tuesday, May 13th, from 2-8, at the Borkoski Funeral Home, Tiltonsville, OH and on Wednesday from 10 am until the time of service, of 11 am, at the funeral home, with Pastor Herb Fletcher.

Burial will follow at Holly Memorial Gardens, Colerain, OH.
