Union Local Levy

THE UNION Local Board of Education had a tough decision on its hands. Much like surrounding school districts, Union Local is dealing with financial shortcomings.

As often is the case, schools districts seek levies to remedy the situation. However, passing local levies these days is not an easy task.

Union Local board members made the tough call last week and opted not to place a levy on November’s general election ballot.

We agree with the board’s decision and commend members for not asking taxpayers for more support at this time.

The western Belmont County district is looking at a current $188,000 budget deficit. That is a sizable shortfall, but nothing like some other Eastern Ohio school districts are battling.

The red ink can be erased with some well thought out belt-tightening. Superintendent Kirk Glasgow and the board of education have shown effective fiscal responsibility in the past, as this deficit is something new to district coffers.

We believe Glasgow and the board will be up to the task at hand. The district’s leadership has made some prudent staff reductions to minimize a potentially worse scenario.

District officials plan to keep a close watch on ways to cut costs.

One obvious money-saver is not to replace employees once they retire. It is a common practice and very feasible as long as it doesn’t negatively impact the workings of the district.

While retirements will aid the deficit reduction, they are not a cure-all. Union Local officials need to remain vigilant against frivolous spending.

The current fiscal situation is one we believe Union Local officials have the expertise to handle without a levy.

Down the road, however, a levy request may be needed and voters will be more receptive as Union Local officials are currently exhibiting a sincere regard to their residents.
