CoFL completes Northern Division with Indianapolis

WHEELING — The Continental Football League (CoFL) today announced the Indianapolis Capitols as the fourth and final franchise in the league’s Northern Division, completing the inaugural Northern lineup ahead of the CoFL’s 2026 launch.

The Indianapolis Capitols (also known as the Caps) return as one of the CoFL’s most historic names. In the league’s original era, Indianapolis captured the final Continental Cup championship in 1969, defeating the San Antonio Toros in a dramatic triple-overtime title game, an unforgettable moment that now creates a powerful modern-day storyline, with the Toros also competing in the new Continental Football League.

Leading the Capitols’ return is Hal Mumme, who will serve as the franchise’s Managing Partner, representing a group of investors across the greater Indianapolis region. Mumme brings proven success in the Indianapolis market, including a championship run in The Spring League, where he led the Linemen to a league title as head coach.

“Indianapolis is a football city with real roots, and the Capitols brand has a history worth honoring,” said Mumme. “We’re building this franchise the right way–professionally, locally, and with a standard our fans can believe in.”

The Capitols will be led day-to-day by Tom Lewis as General Manager. Lewis is a military veteran with long-standing football experience and will serve as the bootson-the-ground leader alongside Coach Mumme as the franchise builds its roster, staff, and operational foundation heading into the inaugural season.

“The CoFL is bringing back authentic football markets and legacy brands with real meaning,” said Mike Kelly, Commissioner of the Continental Football League. “Indianapolis is part of this league’s DNA. With Hal Mumme’s leadership and Tom Lewis driving operations, the Capitols will be a cornerstone franchise for the Northern Division.”

With the addition of the Capitols, the Northern Division is now Complete. A fourth southern division team will be announced in the future to complete the CoFL’s inaugural eight-team lineup.

Northern Division: Ohio Valley Ironmen; Cincinnati Dukes; Michigan Arrows; Indianapolis Capitols (Caps)

Southern Division: San Antonio Toros; Texas Syndicate (Central Texas); Tall City Black Gold (Midland, Texas)
