Members of the St. Clairsville Rotary Club tour the newly renovated Belmont County court facility Tuesday. The site houses the Northern, Eastern and Western Division county courts and the prosecutor’s office. Belmont County Western Division Judge Costine elaborated on the changing needs of area judges as caseloads have increased. The building previously was the home of The Health Plan along U.S. 40 east of St. Clairsville.
