Accused fugitive waives extradition, in court Wednesday

ST. CLAIRSVILLE — The man accused of faking a heart attack to escape police custody last week in Martins Ferry was in court briefly Monday for an extradition hearing, but he will wait to learn more about his charges in Ohio before being transported back to West Virginia.

Paul White, 44, with addresses listed at 927 Technology Drive, Triadelphia, and 2719 Charles St., Wheeling, according to court records, appeared on video before visiting Judge Shawn Hervey in the Belmont County Common Pleas Court.

Hervey reviewed the case information, saying there was a warrant out for White in Hancock County for possession of a stolen vehicle and possession of methamphetamine.

Hervey said White would be held without bond.

Normally, West Virginia authorities would pick White up within seven days, but Belmont County Prosecutor Kevin Flanagan said White had a court proceeding scheduled this Wednesday at Belmont County Northern Division Court for his charges in Ohio.

“If that court proceeding bleeds over into next week … we will at that time ask the court to adjust the seven-day rule,” Flanagan said. “This individual actually was not supposed to be in our county. He was actually being transported by Hancock County and ended up with I believe an assault and escape charge as well here in the Martins Ferry area.”

Hervey agreed, saying he would review the bond in 30 days unless the county court issues are completed before that time.

“It might be better off to get the stuff done here so that we’re not passing you back and forth between courts,” he told White. “Once we have an idea of what is going to go on in county court, I’ll put an order on telling West Virginia they can come pick you up.”

Flanagan said White is facing a fourth-degree felony assault on a police officer charge, and a first-degree misdemeanor escape charge.

White was being transported by Weirton police to the Northern Regional Jail in Moundsville when he allegedly faked a heart attack. The officer pulled over near the Bob Evans area at the line between Martins Ferry and Bridgeport to call for an ambulance, and White reportedly escaped the cruiser and fled on foot. Multiple law-enforcement agencies converged on the scene for a search through the woods. Martins Ferry’s K-9 officer Patch found White reportedly hiding under brush near the railroad tracks.
