Sam and Tami Scarnechia of Bellaire announce the engagement of their daughter, Kelsey Ann, to Timothy Ryan Hall, son of Tim and Annette Hall of Barnesville.

The bride-to-be is a 2005 graduate of Bellaire High School and 2010 graduate of Ohio University Eastern with a college of business bachelor degree in business administration. She is employed by Belmont Savings Bank as a loan secretary.

Her fiance is a 2005 graduate of Barnesville High School and is currently employed by Cumberland Trail Fire District as a firefighter paramedic.

An October wedding is planned.
