Keith and Tenley Telfer of Cadiz announce the engagement of their daughter, Kelsey Telfer, to Noah Atkinson, son of Kim and Merwin Hoover of St. Clairsville and Russell and Kristina Atkinson of Woodsfield.

The bride-elect is a 2004 graduate of Harrison Central High School and a 2009 graduate of Miami University with a bachelor of science degree in health studies with a focus in nutrition. She is employed as a senior quality improvement coordinator at The Health Plan in St. Clairsville.

Her fiance is a 2005 graduate of Beallsville High School and a 2008 graduate of Muskingum College with a bachelor of arts degree in business. He is also a 2011 graduate of West Liberty University with a bachelor of science degree in education. He is employed as a probation officer and GPS coordinator for Belmont County Juvenile Court.

A Sept. 12 wedding is being planned in Deersville, Ohio.
