BELMONT COUNTY SHERIFF’S DEPARTMENT At 1:52 a.m. Monday, a deputy responded to a report of a hit-skip vehicle crash on Mall Ring Road in St. Clairsville outside of the Ulta store. The officer spoke with the vehicle owner, who said her vehicle got hit while it was parked in a parking space, and the vehicle sustained visible damage in several areas.
