Woodsfield plans to erect new municipal building

WOODSFIELD — The village of Woodsfield is currently in the design phase to construct a new municipal building that will house village offices and the police department.
For some time now Woodsfield Village Council has been planning to construct a new municipal building adjacent from its current location.
Village Administrator Kevin Brooks said the current facility, located at 221 S. Main Street, is not ADA compliant among other issues.
“It is not energy efficient and it is not functional as a municipal building. It never has been,” he said.
The municipal building was originally built as a church in 1964 with the village later purchasing it to house its offices and police department.
Brooks said they are in the design phase now with the plans set to be completed in the fall followed by the project being put out for bid. CT Consultants, an engineering and architecture firm, is conducting the conceptual design and layout of the new building which will be built on the lot on the side south of the current facility.
Council unanimously hired the firm in January for a cost not to exceed $8,900.
“We’ll know more about the design as time goes on,” he said.
“The plans are preliminarily to construct a new building, take the existing building down and develop a downtown plaza. That’s all part of the project.”
The cost of the new facility is estimated at around $3.5 million. Discussions regarding potential funding options are underway with the village hoping to obtain grants to assist with the construction costs.
“We’re working on that, it’s part of the design phase,” he said of the possibilities of funding.
Brooks said the time frame includes bidding the project out in the spring of 2023, with construction being completed and the village offices moving into the new facility by January 2024.
According to previous council minutes, the project will entail three phases — the first being the construction and occupying the new building, second is the demolition of the former building, and third is the development of a new park where it once stood.
