He was born in Wheeling, West Virginia, on October 3, 1928, a son of the late Robert Enoch Loy and Laura Evans Loy. Paul was a 1946 graduate of Holloway High School and went on to serve in the U.S. Army during the Korean War. Paul worked as a carpenter for Loy’s Building Center in St. Clairsville.
