Juvenile Division’s C-CAP Program to be showcased at the Ohio InterCourt Conference

ST. CLAIRSVILLE — The Belmont County Court of Common Pleas, Juvenile Division, announced that its Concentrated Conduct Adjustment Program has been selected for presentation at the Ohio InterCourt Conference.

The conference, which this year is celebrating its 40th anniversary, is a premier juvenile justice event in Ohio that will take place in Columbus on March 14-15. The InterCourt Conference brings together over 425 juvenile court employees, including probation officers, magistrates and judges.

The C-CAP program, under the leadership of Judge Al Davies, C-CAP Director Noah Atkinson, and Court Administrator Jennifer Shunk, has been chosen for a 90-minute presentation to showcase its program goals, operations and success in working with youth. Established in 1995 under the late Judge Jack Malik, the C-CAP program has been an integral part of the Belmont County Juvenile Court’s commitment to youth development and accountability.

Over the years, C-CAP has demonstrated an impact on the lives of youth by offering an alternative to incarceration through an educational and social skills-building approach. With small caseloads, school and home visits, and regular program attendance, probation officers engage directly in the daily challenges and struggles faced by the youth involved. Participants in the program take part in group sessions, community service projects, educational work and independent living skills development. Transportation is provided to ensure access for youth throughout the county.

C-CAP extends its reach by incorporating the Belmont County Alternative School and, most recently, the CrossFit program, both operated by the Juvenile Court. This comprehensive approach, coupled with strong agency, school and community connections, has made the C-CAP program a familiar and well-supported initiative in Belmont County. The team collaboration, not only within Juvenile Court staff but also with external partners, has created a sustainable and highly effective program that continues to positively impact the lives of youth in Belmont County, a release states.

Judge Al Davies expressed his gratitude for the opportunity to present at the Ohio InterCourt Conference, stating, “This recognition is a testament to the dedication and hard work of our Juvenile Court staff and our community partners. The C-CAP program embodies our commitment to providing meaningful alternatives and support to the youth in Belmont County.”
